RC-20 alternatives, free and cheaper
RC-20 is $99. If you want free, start with iZotope Vinyl for crackle, Chow Tape Model for real tape behavior, and Memory Station if you want the whole haze from one mood preset. If you want one paid plugin that comes closest to RC-20's all-in-one approach, look at Baby Audio's Super VHS or Wavesfactory Cassette.
XLN's RC-20 Retro Color earned its reputation: one plugin, six kinds of damage (noise, wobble, distortion, digital loss, space and magnetic), all on one screen. It is also $99, and a lot of people searching for an alternative really want one of two things: the same character for less money, or one specific part of it (just the wobble, just the crackle) without paying for the rest.
So here is the honest list, split the way people actually shop: free first, then paid.

Free RC-20 alternatives
Memory Station '03 (mine)
I built Memory Station for people who like what RC-20 does but do not want to sit and balance six modules. The presets are moods. Pick one and it sets the tape haze, static, chorus, lowpass fog and slowed float together, then a few controls nudge it. It is the closest free thing to RC-20's "make it sound like a memory" job, and it runs on Linux too. It will not give you RC-20's separate digital-loss module; for that, pair it with Lossy or a bitcrusher.
iZotope Vinyl
The longest-running free lo-fi plugin, and still the easiest way to get crackle, dust and record warp. It covers RC-20's noise and wobble territory for records specifically. It does not do tape saturation.
Chow Tape Model
Open source, free, and a serious model of a reel-to-reel machine. If the part of RC-20 you love is the magnetic saturation and wobble, Chow Tape gets you most of the way. It is more technical than RC-20, with real tape parameters rather than "make it vintage" knobs.
Paid RC-20 alternatives
Baby Audio Super VHS
Closest to RC-20's one-screen, many-flavors idea. Six one-knob effects, each a different part of VHS damage. It is cheaper than RC-20 at list price and often on sale.
Wavesfactory Cassette
If what you want is specifically cassette, this is the focused choice: four tape types, hiss, wow and flutter. Less of a toybox than RC-20, more of a convincing single machine.
Arturia Tape MELLO-FI
Built from the tape behavior of Arturia's Mellotron, with a synced tape stop. Good on keys and pads where you want the "old tape replay" feel.
Goodhertz Lossy
Not tape at all: this is RC-20's "digital" module taken to its logical end. Phone-call vocals, crushed streaming audio, underwater MP3s.

- You want the tape part done properly, free: Chow Tape Model.
